The Ministry of Commerce and Industry has introduced the Stainless Steel Pipes and Tubes (Quality Control) Order, 2025 on February 10, 2025. This new regulation aims to ensure that stainless steel pipes and tubes meet high-quality standards for safety, reliability, and durability. Let’s break it down in simple terms! 

What is This Order About?

The new order makes it mandatory for Stainless Steel Welded pipes and tubes for general service to comply with Indian Standard IS 17876: 2022. Manufacturers must now get a Standard Mark (BIS certification) to sell these products in India. 

When Does This Rule Start?

The order will come into effect immediately after its publication in the Official Gazette. However, manufacturers have time until August 1, 2025, to obtain certification and start complying with the new quality standards. 

Key Highlights of the Order

  1. Compulsory Certification: Stainless steel Welded pipes and tubes must conform to IS 17876: 2022 and bear the BIS Standard Mark.
  2. No Impact on Exports: The rule does not apply to goods manufactured in India for export purposes.
  3. Exemption for R&D: Manufacturers can import up to 500 kg per year of stainless steel pipes and tubes for research and development without certification, but they cannot sell them commercially.
  4. Stock Clearance Period: If a manufacturer has already produced or imported these pipes before the rule is implemented, they are allowed to sell their stock within six months, provided they inform the Bureau of Indian Standards (BIS). 

The Bureau of Indian Standards (BIS) is responsible for both certification and enforcement of this new quality control order. 

Anyone who fails to comply with this order will be punished under the Bureau of Indian Standards Act, 2016.
