Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Cycle – Rubber Tubes (Moulded or Jointed)
On December 11, 2023, the Ministry of Commerce and Industry introduced the Cycle and Rickshaw Tyres and Tubes (Quality Control) Order, 2023. This order requires all Cycle – Rubber Tubes (Moulded or Jointed) to meet specific quality standards, ensuring enhanced safety, performance, and compliance with Indian standards.

Key Provisions of the Cycle and Rickshaw Tyres and Tubes (Quality Control) Order, 2023
1. Title and Implementation Timeline
Officially titled the Cycle and Rickshaw Tyres and Tubes (Quality Control) Order, 2023, the order will take effect six months from its publication in the Official Gazette.
• This regulation applies specifically to Cycle – Rubber Tubes (Moulded or Jointed), excluding goods manufactured solely for export.
2. Mandatory BIS Certification
Under this order, all Cycle – Rubber Tubes (Moulded or
Jointed) must bear the BIS Standard Mark (ISI Mark). Products must adhere to Indian
Standard IS 2415:2015 and display the ISI certification. Manufacturers are
required to obtain a BIS license to use the ISI Mark, ensuring that their
products meet quality and safety standards.
• Medium and Large Enterprises: Compliance is mandatory six months after publication in the Official Gazette, beginning June 11, 2024.
• Small Enterprises: Compliance is required nine months after publication, starting September 11, 2024.
• Micro Enterprises: Compliance becomes mandatory twelve months after publication, beginning December 11, 2024.
3. BIS as the Certifying Authority
The Bureau of Indian Standards (BIS) is designated as the certifying and enforcing authority for this order. BIS is responsible for ensuring that only certified Cycle – Rubber Tubes (Moulded or Jointed) are available in the Indian market, thereby promoting consumer safety and regulatory compliance.
4. Penalties for Non-Compliance
Non-compliance with the Cycle and Rickshaw Tyres and Tubes (Quality Control) Order, 2023 will attract penalties as per the provisions of the Bureau of Indian Standards Act, 2016. This underscores the government’s commitment to enforcing quality standards across essential transportation components.
