On October 3, 2024, the Ministry of Textiles released

Webbing Slings Made of Man-made Fibres for General Services adhere to
strict quality standards. This initiative aims to enhance safety, reliability,
and compliance with established Indian Standards for these critical lifting and
securing tools.
If you are involved in the manufacturing, selling, or importing of Flat Woven Webbing Slings Made of Man-made Fibres, this order will significantly impact your business. After consulting with the Bureau of Indian Standards (BIS), the government has determined that enforcing quality standards for these slings is essential for public interest under the BIS Act, 2016. Below is a detailed breakdown of the key provisions:
Key Provisions of the Indutech (Quality Control) Order, 2024
1. Title and Implementation Timeline
The order, officially titled the Indutech (Quality
Control) Order, 2024, outlines specific timelines for when the new
regulations will take effect:
·
The order
becomes effective on 1st April 2025.
·
For Small
and Micro Enterprises producing for domestic purposes only, the order
becomes effective from 1st July 2025.
2. Mandatory BIS Certification
The core of this order is the compulsory use of the
BIS Standard Mark (ISI Mark). Manufacturers of Flat Woven Webbing Slings
Made of Man-made Fibres must now conform to the specific Indian Standards
outlined in the order to ensure compliance.
·
The
applicable standard for these slings is IS 15041:2001, which covers all
safety, performance, and durability requirements.
·
This
requirement applies exclusively to goods manufactured for domestic use.
Products made solely for export are exempt from the BIS certification
requirement.
3. BIS as the Certifying Authority
The Bureau of Indian Standards (BIS) will serve
as the certifying and enforcement authority for this order. BIS will be
responsible for ensuring that all manufacturers meet the required quality
benchmarks and that only products bearing the ISI Mark are permitted for sale
in the Indian market.
4. Penalties for Non-Compliance
Failure to comply with the provisions of this order
will result in serious penalties. Any person or business found violating the
regulations will face penalties under the BIS Act, 2016, which could
include fines, imprisonment, or both. Uncertified products may also be seized
by the authorities, serving as a strong deterrent against non-compliance.
