Important update regarding Indian Standard applicable to all existing Licence holders/ New applicants/ manufacturers/ importers/ product sellers for Electrical Appliances for Skin or Hair Care.
On 5th March 2024, the Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), issued the Electrical Appliances for Skin or Hair Care (Quality Control) Order, 2023. This order mandates that all electrical appliances for skin and hair care sold, imported, or manufactured in India adhere to rigorous quality standards, ensuring consumer safety and alignment with Indian regulations.

Key Provisions of the Electrical Appliances for Skin or Hair Care (Quality Control) Order, 2023
1. Title and Implementation Timeline
The official title of this regulation is the Electrical
Appliances for Skin or Hair Care (Quality Control) Order, 2023. It will
come into force twelve months after its publication in the Official Gazette.

Medium and
large enterprises must
comply within twelve months of publication (5th March 2025).
·
For micro
enterprises, the compliance deadline is eighteen months from the publication
date (5th September 2025).
· Small enterprises have a fifteen-month compliance deadline (5th June 2025).
2. Mandatory BIS Certification
All skin and hair care appliances must conform to
Indian Standard IS 302 (Part 2/Sec 23): 2009 to meet quality and safety
requirements. These products must bear the BIS Standard Mark (ISI Mark), which
denotes compliance.

Manufacturers
must obtain a license from BIS to use the ISI Mark.
· The rule does not apply to goods manufactured solely for export.
3. Exemptions
Certain
exceptions apply under this order:
· goods or articles manufactured domestically meant for export
4. BIS as Certifying Authority
The Bureau of Indian Standards (BIS) is the designated authority responsible for certifying and enforcing compliance with the standards in this order, ensuring adherence by manufacturers, sellers, and importers.
5. Penalties for Non-Compliance
Any breach of this order may lead to penalties under the BIS Act, 2016. This measure upholds the safety, quality, and reliability of electrical appliances for skin and hair care, prioritizing consumer protection and regulatory standards.
